Statement of RICHARD REGAN, Candidate for

Director

Scotts Valley Fire Protection District

Occupation: Firefighter/Paramedic Age: 40

Education and Qualifications: I have 20 years of experience as a professional in the fire service . I am currently employed by the City of San Jose as Firefighter/Paramedic. I can bring my insights as both a firefighter and a paramedic to the Board of Directors. I strongly support the addition of paramedic level service to the fire district.

I have lived in the Scotts Valley Fire district for 6 years with my wife and daughter.

My credentials include:

  • Firefighter/Paramedic, City of San Jose (current employer)
  • Fire Captain/Engineer/ and Firefighter, California Department of Forestry and Fire Protection (past employer)
  • Associate of Arts degree, Fire Science
  • Batchelor of Science, Natural Resource Management

If elected to the Board, I will strive to serve all of the citizens of the Fire District to bring the best possible emergency service through our Fire Department.

Statement of MIKE HARWOOD, Candidate for

Director

Scotts Valley Fire Protection District

Occupation: Retired Fire Chief Age: 64

Education and Qualifications: I can bring to the District experience and creativity in solving public safety issues. My local government experience and public administration background makes me knowledgeable about fiscal responsibility, public policy, and fire protection. I posses the sound judgment needed to serve as an effective Scotts Valley Fire Protection Director capable of representing your interests. My wife and I are home owners and live in the City of Scotts Valley.

My background includes: City of Milpitas Fire Chief 22 years; Interim Fire Chief City of Los Altos; Served on City of Milpitas Planning Commission; Managed the Community Development Department and Community Services Department for the City of Milpitas as contract employee; attended San Jose City College; Santa Clara University School of Business; Veteran- United States Navy .

I will work hard to: Implement a paramedic program; Keep all fire stations open, and improve communications with the public. Voters you can count on me to represent your interest and put your safety first.

Statement of BERT M. BLY, Candidate for

Director

Scotts Valley Fire Protection District

Occupation: Retired Age: 61

Education and Qualifications: I'm bringing to the position, my experience as a Director on the Scotts Valley Fire District for the last 12 years. I was born and raised in Santa Cruz and have lived in the Fire District since 1971. My experience as an appraiser for 15 years with the County of Santa Cruz and a Loan Consultant for 20 years with Washington Mutual is a benefit for serving on the Fire Board. Graduated from local schools as well as the University Of San Francisco. Am married and a homeowner. I am a member of the Kiwanis and also a volunteer at the Seymour Long Marine Laboratory.

I am also in favor of the Tax override measure, which is on this ballot, to have Paramedics on the Fire engines as well as having three stations open.

If re-elected to this office, I will continue to serve on the Fire Board of a very efficiently run Fire Department for the best interest of the voters in the Scotts Valley Fire District.

Statement of CAROL L. BELL, Candidate for

Director

Scotts Valley Fire Protection District

Occupation: Deputy Probation Officer III

Education and Qualifications: I have been a member of the Scotts Valley Fire Department Board of Directors since 1976. As a Board member, I feel this is a way to contribute to the community. I also represent Special Districts on the Local Agency Formation Commission (LAFCO) and the Treasurer’s oversight committee. I am the chairperson of all three boards. I am dedicated to seeing that the SV Fire Dept. provide the best service possible. I am committed to the addition of paramedic service in the most cost effective way. I would like to serve one more term to complete my obligations to all three Boards.

Statement of STEVEN B. PEREZ, Candidate for

Director

Scotts Valley Fire Protection District

Occupation: Fire Captain Age: 52

Education and Qualifications: I can offer objectivity and experience as a Scotts Valley Fire Board representative. I have been a City of San Jose Fire Captain for 20 years. Overall, I have 32 years of experience and working knowledge in most aspects of the fire service. The San Jose Fire Department has had a paramedic program for over 5 years. My insight and knowledge related to implementing a paramedic program will be valuable when Scotts Valley Fire District institutes its paramedic program.

As zoning vice-president for the San Jose Almaden Valley Homeowners, I was heavily involved in the politics between our association and the City. I developed a great rapport with the city council that not only helped our interests, but helped the city’s as well.

My experiences in the fire service and the homeowners association will be invaluable if I’m elected to the Scotts Valley Fire Protection District Board. Currently, there are no board members with a similar background and experience. This has caused concerns over issues such as closing stations, staffing, safety and purchasing new equipment. The Scotts Valley Firefighters Union supports this candidacy. If elected, I will bring needed experience to the Board that is currently missing. Thank you.
