Statement of FRED GREENLAND, Candidate for
City Treasurer
City of Capitola

Occupation: Business Owner Age: 53

Education and Qualifications: The financial strength of the City of Capitola is an integral part of the lifeblood of our community. We rely on City funds to maintain and enhance the quality of life that we enjoy in this wonderful place. The City Treasurer assists the City Council in making financial decisions that provide the greatest benefit to our community.

I have served as the Finance Officer/Treasurer of the City of Capitola Redevelopment Agency during the past four years and as Acting City Treasurer. I helped to establish the financial policy guidelines recently adopted by the City Council and to develop the City’s new long-range financial plan. These key tools will improve financial decision-making on the critical matters that face the City.

I have extensive, relevant training and experience for the City Treasurer position. Included is a BA in Economics, legal training at the Cornell Law School, an MBA with Distinction from Cornell, and post-graduate studies in financial management at Wharton. My 30 years of business management experience includes co-founding ten years ago the international food ingredients company that I now run.

Community service is important to me, and I seek to serve as your City Treasurer.

Statement of ROBERT A. BEGUN, Candidate for
City Treasurer
City of Capitola

Occupation: Retired Engineering Manager and Treasurer

Education and Qualifications: A fiscal conservative believing in "pay as you go" rather than incurring debt.

  • Member of the City of Capitola Finance Committee appointed by City of Capitola council member Gayle Ortiz.
  • Worked 20 years at FMC Corp. as Engineering Manager; budget of over $3,000,000
  • At FMC Corp; negotiating contracts exceeding $30,000,000.
  • Volunteer for IEEE (Institute of Electrical and Electronic Engineers); largest professional engineering society in the world. 3 years as Treasurer of Technical Activities Board; budget exceeding $10,000,000; which is the approximate size of the City of Capitola budget.
  • Member of Board of Directors of Mid County Senior Center in Capitola
  • Honorable Discharge from USNR as Lieutenant
  • Registered Professional Engineer in Control Systems
  • Graduated for the State University of New York with a Bachelor of Science in Electrical Engineering
  • Financially independent retiree with daughters and granddaughters and the time and energy to perform an outstanding job as the City of Capitola Treasurer.

I pledge to further the City of Capitola Finance Committee effort to improve the finances of the City of Capitola. I am an independent voter; as the City of Capitola Treasurer I will listen to all sides. I learned a great deal as a member of the Finance Committee and know that the Treasurer should be someone knowledgeable and with a new perspective.
