Statement of TIM LIEBENTHAL, Candidate for
Director
Ben Lomond Fire Protection District

Occupation: Incumbent Age: 53

Education and Qualifications: I am a graduate of Cabrillo College with a degree in Business. I have been a Senior Loan Officer for the past eighteen years. I am a life long resident of Ben Lomond and have served as a volunteer Fireman from 1968 till 1988. In 1989 I was appointed as Director.

During my tenure, the Board has emphasized Fire Personnel safety and improved fire and rescue service, along with financial stability.

Major Accomplishments during my tenure:

  • Replaced all fire and rescue engines
  • Added full time Chief and full time Firefighter
  • Ambulance Company stationed at our department for quicker emergency response
  • Lower Homeowner’s Insurance due to a lower ISO Rating
  • Firefighters equipped with state of the art turnouts and breathing apparatus
  • College accredited training for our volunteers
  • Fire Safety and Prevention Program for Quail Hollow Elementary

If re-elected, I will continue to strive for improving fire and rescue service and fire personnel safety with no increase in tax rate.

Statement of ROBERT B. HAMPSON, JR., Candidate for
Director
Ben Lomond Fire Protection District

Occupation: Incumbent Age: 56

Education and Qualifications: I am a graduate of Vanderbilt University and attended Memphis State Law School. My occupation is insurance adjuster and private investigator. I have been a member of the Ben Lomond Fire Protection District for 27 years. After serving as a volunteer firefighter since 1973, I became a director in 1983 and have been chairman of the board of directors since 1988.

During my tenure the Board has significantly upgraded the department and improved service while maintaining healthy financial reserves:
  • An equipment replacement schedule was implemented and all new fire engines were purchased for cash;
  • Our firefighters were outfitted with state of the art turnouts and breathing apparatus;
  • We were the first department in the area to set up a swift water rescue team;
  • We added a full-time fire chief and full-time firefighter to improve service;
  • New fire hydrants and water lines were added, and a better ISO rating was obtained resulting in lower insurance rates for Ben Lomond citizens;
  • A fire safety and prevention program was started at Quail Hollow Elementary School.

If re-elected, I will continue to work toward further improving firefighting and emergency medical services for Ben Lomond citizens while continuing to maintain fiscal responsibility.

Statement of DAVE H. BINGHAM, Candidate for
Director
Ben Lomond Fire Protection District

Occupation: Facilities Manager Age: 47

Education and Qualifications: I will bring to the office a diversity of viewpoints and experience. I am a Ben Lomond resident of over 25 plus years. I am married and have raised two sons in Ben Lomond. Both sons are currently pursuing careers as firefighters. I bring 20 plus years of management experience that includes multi-million dollar budgets. In addition, I have experience in cost control techniques, contract negotiations, Workers Compensation, General Fire and Liability insurance, and Labor contracts for employees. My qualifications include development and implementation of programs in Environmental Health and Safety, OSHA and Regulatory Compliance, Illness Injury and Prevention and Emergency Response. I have received training in Advanced Medical Emergency Response, Hazardous Material Response, Confined Space Entry, and Basic Fire Fighting Techniques. I am member of the American Society of Safety Engineers, Santa Cruz Masonic Lodge, and serve as a board member for the Santa Cruz Redliners a community youth program.

If elected to this office, I will work to enhance the department programs and equipment while controlling cost and expense to the community and its taxpayers. I will maintain an open door policy for both the public and the department within the allowed guidelines of this office.

Statement of WILLIAM "BIFF" BELTZ, Candidate for
Director
Ben Lomond Fire Protection District

Occupation: Fire Captain Age: 46

Education and Qualifications: I bring to the Board 18 years of experience in emergency response, training, management, program development and Fire Safety Education. Currently I serve as a volunteer Fire Captain with Ben Lomond Fire District and career Fire Captain with the City of Fremont. I have a proven record of commitment and service to the citizens and Firefighters of this District and will continue to bring this District up to current standards as well as plan for the future.

My credentials include:
  • Authored a report that resulted in Ben Lomond Fire District having one of the best fire insurance ratings in Santa Cruz County saving homeowners and businesses hundreds of dollars;
  • Developed and implemented an annual fire/safety inspection program for all businesses within the district;
  • Developed and implemented new construction fire/safety plan checks at no cost to applicants;
  • Implemented a free smoke detector program for District residences through the Ben Lomond Firefighters Association;
  • Past President of Ben Lomond Firefighters Association
  • Married, parent of 4

If elected I will continue my commitment for excellent service to the residents of this District and serve as a role model for my community and children.
